The best place to get a haircut in Baltimore is Studio 1612 in Mt. Washington. My wife has been getting her hair styled there since we moved to town two years ago, and she's literally had people stop her on the street to ask where she gets her hair done.
Make sure to ask for Caroline. She's the absolute best.
