What is the penalty for working in a hair salon, washing hair without a permit?

Do both the salon and the worker get penalized, or is it just the employee? My daughter was hired as an ';assistant';. She was supposed to be washing towels, sweeping, etc.. Since she is going to school in the fall for her license, she thought it would be a good way to get a taste of the working environment. Now they have her washing hair, too. Not just when they're in a pinch, but like, it's her job now along with the other stuff. I know by law she's not supposed to do that without 600 hours of school and her permit and was wondering what penalty is involved.
